Description

Beirut Arab University is seeking an experienced and highly organized professional to serve as Procurement Director. The core purpose of the Department Director is to provide strategic leadership and operational oversight for the department, ensuring efficient utilization of resources and the effective implementation of plans that align with and contribute to the university's overarching objectives. This role involves comprehensive management of departmental operations, including budget adherence, personnel development, and the continuous improvement of work quality, all while fostering a productive and fair working environment.

Education:

· At least a bachelor's degree: Business Administration
· Preferred a Master's Degree: Supply Chain Management or MBA
· Proficiency in English and Arabic (both oral and written).

Work Experience:

· A minimum of 13 years of professional experience in procurement, supply chain management.
· At least 3 years of managerial experience in leading procurement teams or overseeing procurement operations.

Skills and knowledge:

1-Competencies:
· Ability to develop and implement sourcing strategies aligned with organizational goals.
· Proficient in analyzing market trends, supplier capabilities, and cost structures.
· Builds and maintains strong, long-term partnerships with key suppliers.
· Skilled in drafting, reviewing, and negotiating procurement contracts.
· Understands budgeting, cost analysis.
· Drives process optimization, automation, and adoption of best practice.
· Balances the needs of stakeholders while maintaining procurement integrity.
· Ability to identify supply chain risks and develops mitigation strategies.
· Ability builds high-performing teams.
· Effectively communicates with internal departments, and external partners.

Main duties:

1-Policy Development and Implementation
· Review, develop, and ensure the effective implementation of procurement policies and procedures in collaboration with upper management.
· Promote consistent application of procurement policies across all departments and faculties.

2-Procurement Operations Management:
· Oversee the end-to-end procurement cycle, including sourcing, negotiating, contracting, purchasing, and vendor management.
· Ensure procurement operations are aligned with the organizations strategic goals, policies, and procedures.
· Identify and implement cost-saving opportunities while maintaining quality and service standards.


3-Supplier and Contract Management:
· Establish and maintain strong relationships with key suppliers and service providers.
· Negotiate contract terms, pricing, and service levels to achieve competitive market rates, ensuring alignment with the university budget constraints.
· Ensure all contracts and procurement activities comply with legal requirements and are documented and accessible for audits and future reference.


4-Strategic Collaboration and Budgeting:
· Collaborate with departments and faculties to forecast procurement needs and develop effective procurement plans.
· Monitor and manage procurement expenditures to ensure compliance with approved budgets.
· Work closely with stakeholders to assess requests, considering actual need, priority, and timeline to support informed and strategic purchasing decisions.


5-Leadership and Team Management:
· Lead and manage the procurement team, providing ongoing guidance, support, and training.
· Foster a performance-driven culture, ensuring staff are aligned with procurement objectives and best practices.


6-Reporting and Performance Monitoring:
· Prepare and present regular reports on procurement activities, cost savings, supplier performance, and key performance indicators (KPIs).
· Analyze procurement data to identify trends and areas for improvement.
